In the UK the vehicle registration process was controlled by various regional centres, each one
have a predefined set of letters to use on the vehicle registration plates. This provided a quick
and easy way of identifying the region in which a vehicle was first registered.
For example, a registration number of '123 PAC' would have been first registered in the county of
Warwickshire.
