Description: Would this type of damage be considered serious and if so, is it possible to repair?

What part of the frame is it. Remember that there may well be similar rust or loss of metal on the inside and yes tubing can be replaced.

Is it top tube, down tube?? is that braze I see? if down tube is the damage the result of a sidecar clamp? from the pic it could be part of a rotary clothes line.

Hi, it is the top tube where it goes into the headstock lug. headstock. Yes it is brazing material. It doesn’t appear to be rusted on the outside, just crumpled/buckled. I could put a scope inside and have a look? The downtube from the headstock lug is also slightly bowed inwards. Hence my thoughts that it has been in a front crash. The bike was in pieces when I picked it up. Thanks Peter

Obviously the result of a frontal crash - forks bent backwards causing a clockwise bending moment at the spine, which deformed into plasticity. If the headstock is still good, spine may be replaced, but repair of downtubes will be more difficult - maybe a frame builder can do his magic using a jig.
