Looks me as if it could be a home-made saddle mounting - the two lugs face down, forward, straddling the frame and the two holes at the back are for the bottom mounting of the springs. Trials seat pan perhaps? Difficult to judge without some idea of scale. The piece of string is a standard aftermarket item available from the club spares scheme which can be fit anywhere - "a choix" as we say in Sussex. Not sure of the part number.

bolt it to garage floor, park front wheel in it, bar and padlock through wheel instead of string. £10 off insurance.

No the insurance would "ADD Extra " to the premium.Its not an aproved "Security Devise". Trouble is the Holes seem to not know where they should be ???? The Fenrunners Santa.
