Maybe disconnect the feed from the alternator and run on a well-charged battery briefly to see if it doesn't splutter!?16v across the battery is too high, sure, as the regulator should keep it in the 14 - 14.5v area, but I'd run a quick test to see if it's really that that is causing the problem.
