It certainly looks like a weld repair. It is possible to repair much worse damage, much better. I had a crank pin break back in the 50's on my 37/26 That resulted in a few cracks. The bike was dumped at the bottom of the garden. Provided some fun for my younger brother taking it to bits. Parts still remain in the 70's. I re call my brother in law using the tank for petrol in his banger racing car. I dug up the bare frame in the mid 80's. An Aussie visiting me last year asked for the totally rusted read end.
