Think they are the things that blow out a car engine block if it freezes. They also just cap things off to seal them, They had them on Reliant 3 wheeler king pins assemblies. After fitting the new king pin, well greased, you banged a welch plug in each end to seal it all off. Like a piece of tube blanked off, they must had been slightly tappered, as they fitted the hole, just about, so when banged in, they went in tight.

Just a nice press fit with a tiny dab of silicone to make sure.
