14" between lugs is the fixed or finished length of the pump. It must be longer than this so it can be compressed to fit the lugs and hence held in position. Ushbert stated it right previously

No, it really is that easy. Speak to the supplier, they will want to know what distance between lugs. The pumps were made in whole inch sizes to fit between lugs x inches apart.
