Front fork seals

Front fork seals
Question: Why do the fork seals have to be such tight fit in the sliders? Everybody seem to struggle to remove them! Why not grind the seal's metal housing down to provide a much looser fit? After all the seal holders, I guess thats how they got their name, will keep the seals in place? Comments welcome?
