I think what's happened is the studs have fretted and pulled through to some extent so the washers are an attempt to take up the gap. IIRC the studs have a fine spline / serration and are driven / pressed into the brake drum but if yours are loose the drum has probably worn. You may get away with bearing fit or similar with new studs but if there's any slackness at all the studs "waggle" in their holes when under drive / overrun and I don't think loctite would hold.
