What is it and where does it go?

Does anybody recognise this cover(?) and know where it goes.

I think it's a magneto protection plate. The two holes in the shorter section go between the magneto and the mag platform on a forward mounted mag. The other two holes are probably for the advance regard cable and the ht cable for an N1 mag, although they look to be around the wrong way.

I can't see the reason for the second hole, certainly not for the advance/retard cable, maybe someone drilled it to take a cutout wire.

They have two holes - as Clive said for a/r cable and ht lead (which was originally routed up the frame tube, under the tank and then down to the spark plug)
