Ian,
I've had no problems at all. Mine is a Matchless, so the transfer is quite a lot longer. First I would say that you need to get your transfer from a good source since old transfers can get brittle and cracked. They could also get damaged easily if not stored correctly.
I just soaked my transfer in a saucer of luke-warm water until the transfer had curled and then almost flattened out again. This was probably about 30 seconds. Then just see if the transfer will slide on the backing paper. When it slides easily then just position the transfer with backing paper in the desired position and slide out the backing leaving the transfer on the mudguard. Then, with a piece of paper kitchen towel, pat the surface of the transfer, making sure that it does not move and that it is flat on the surface. When it looks OK just leave to dry naturally. The next day all should be OK. You can then apply a clear varnish to the transfer which should help to stop damage and possible lifting.
