If you open the twist grip does it stay open or snap shut. Tension of this spring should be adjusted via the screw and lock not, enough to hold the throttle open. To enable you to remove your hand to signal.

Like Rob say's the spring acts like a brake to create drag on twist grip, if you remove the spring and then adjust the screw to create the drag in a short time if you take of the twist grip clamp off you will find a groove worn by the plain part of adjusting screw, the spring bears on the cable track, which is only made of soft die cast metal.
