I have some new brass petrol taps, when bolting them into the tank do you think the fibre washers will be sufficient or would you recommend some ptfe tape on the threads?

I have never needed to use PTFE tape. Get correct size washers. Beware of cheap hard washers that are about.

The better result I have had : Crush Copper/Rubber Washers for Fuel Tap 1/4" .
Far better than fibre ones, and Dowty washers.

LIke Rob, I've not had a problem with fibre washers. Now using ones from an assortment box bought in Lidl or Aldi and still fine.

But if it's the parallel type with back-nut (no flange to pull up on) the crush washer is the only thing that will work. Horrible design.
