Bootle/Liverpool number, used from 1903 to 1960, 1949 number series used started at 4463 so EM 4623 most likely a 1949 model, but could be 1948 if it sat unsold in a shop for some time

Please, Rob,
'EM' regs. were most definitely of Bootle origin; Bootle is where the bugs wore clogs, the Liverpool bugs went barefoot!
Best regards.

Yes it is a Bootle reg.no. Malcolm, which now comes under the Liverpool VRO I have not given the address , but can if its needed.
I did not make that clear did I.
The bike looks quite new, but even so, it could had got replacement forks and headlamp brackets.
The reg. no. dating only tells us it is 49 or earlier, A brand new prewar bike could had been moth balled, sold and register in 1949.
Frame and engine numbers are not available, so a keen eye is needed to prove if its old stock registered 1949. The headlamp brackets seen in the pic were I believe last used for 1948, old stocks of parts could had been used up on the early 1949 models. When war ended so did WD contracts leaving many bikes and parts ordered, no longer required.

I note that the front rim appears all black, while the rear shows some chrome around the edge. Can this be a clue?

Yes Paul, looks like black front wheel rim, hub has an old look about it also, as I hinted, it could have been repaired. Surely they would not send a bike out new, with odd wheel rims.
