Steering head adjustment
Yokes fitted to frame first then forks/stanchions pulled up through them. Stanchions were pulled all the way up (as per the manual(s)) until fully seated into the top yoke then held in place by the top nut.
Does that sound correct?

That sounds right, I fear you may have to take them off again, I would bet you have lost some of the balls, maybe down the frame tube?

"Does that sound Correct?" No. The stem is pulled up by the adjuster first, the top nut only locks the adjuster. Is the adjuster missing? Remove the stantions & make sure the yoke is correctly mounted first. I use a board wedged under the stem to push it up into the frame & hold it. Cheers, Don.

take the fork legs out and see if you can adjust the bearings then.
If not, you need to check you have the right bits

Hi Don,
I'm not using the correct terminology regarding the nuts. Adjuster is present and what I really mean. Top nut taken off to gain access to this.

I hope the frame neck hasn't hammered oversize. A friend of mine fitted new races but couldn't get adjustment. Upon close inspection the ends for the races were very worn.

Right......long time coming but I shall start by thanking all for your help.
Took frame to friend who assembled the yokes in the first place. We took the forks out and the yokes off. Bearings all ok, everything else seemed ok. The only thing we found and changed were the rubber washers. These were new items and seemed very stiff. They were replaced with older ones that had a bit of give and what-do-you-know ....... Forks sorted, head adjustment slack taken-up. Job done. It would seem that little bit of give was enough to pull everything up.
