Can anyone give me a picture or otherwise point me at how the return spring for the brake pedal is tensioned? Does the hook end loop on the main pedal arm or on the shorter lever to which the rod clevis pivots on? Then, where does the straight end of the spring bear against?

Do have the spring tension bracket .........
If you do then it should look like this............
The short bit of the spring fits in the hole of the lever and the long bit sits against the bracket, to adjust the spring assemble everything only nipping up the nut securing the shaft, then using the adjustable hammer tension the spring with appropriate taps and when happy tighten the nut.

Ah, I should mentioned it's a 1954 bike with the earlier-type frame, steel (aka 'tin') chaincase, etc.
I found a drawing tucked away in the instruction book! The hook acts on the main pedal. That will give me the tension I need if the straight tang at the other end goes under the pedal stop lug.
