Tachometers

The February issue of Classic Bike featured Graeme May's 1958 Matchless G80. The bike is shown with a tachometer from a new Harley Davidson Sportster. Would anyone know if a.) this is an electric tachometer? and b.) if it is electric, how it is wired to accurately reflect the revs on a single cylinder motor?
