Rear interim wheel

I,ve attached a photo of the rear wheel from my 1963 G80, with a file across the face of the sprocket.
Is there supposed to be a spacer to take up the distance between the top of the sprocket and the bearing, before the brake plate gets attached?
Unable to make out on the drawings in the manual.
When rear wheel tightened the wheel gets too tight and won't spin.

Hi

Your hub in the photo does not match that in the illustration from the 63 parts list - were you aware of this?

Ok so that is the correct hub, all the fittings and spacers are unique to this year. Mr Swift is the master on these let's hope he reads this.
