Rather than checking fluid levels, it is always recommended that you drain the oil and replace with the correct quantity of correct grade oil specified in the handbook.

What usually comes out is a dribble only of grey metallic emulsion, (oil, water and fine metal) that convinces you the previous owner didn't change the oil often enough, if at all.....

Most forks of the era only have one-way damping, which I assume your tester is aware of ?
