If you put a new tab washer on first followed by the heavy washer and nut, once the nut is fully tightened, I cant get anything behind the tab washer to bend it forward against the nut. The tab washer is trapped hard against the clutch.
As far as I remember (it's an automatic habit)) I usually bend the edges of the tab washer up a bit before fitting it so that I can finish turning/folding it up with a tyre lever against the basket.
