If you fill the oil to just below the bottom of the Kickstart shaft level, and put a rubber O ring on the kickstart shaft between the gearbox seal and the kickstart itself and the wiping wll be considerably reduced.

Hi. The Royal Mail letter size guide doesn't mention any minimum size and states the following:-
Format Examples Max weight Max length Max width Max thickness
Letter
Greetings cards, personal letters, postcards, bills 100g 24cm 16.5cm 5mm
Not too far from the sizes you mention but definitely a bit adrift - over an inch on the length.
As a postie I can say that I'm not aware of any restrictions to the shape of the item. We get all sorts of daft shapes including stars, triangles and circular letters that roll out of the sorting frame!

there are lots of other sources but they all want more than double the postage for the price of the seal.
